Players start off with the 4 usual characters, Protagonist, Yosuke, Chie and Yukiko. Other characters will get unlocked as you fulfil certain conditions.

Can I first say how adorable it is of Chie to hang her dinner (probably steak again) on the pole to prevent it from getting ruined during the fight? Chie, you’ll always be my favourite. I’m looking forward to see what sparks off their fight.
